Mr Russell Muldoon has applied to Calderdale Council for permission to convert an existing underground water storage reservoir to form ancillary accommodation to a dwelling at The Waterworks, North Ramsden, Ramsden Lane, Todmorden.
The deadline for receipt of any representations to be made to planners on the application is April 30.
