Police speed checks carried out on Burnley Road, Todmorden, last month indicated that 15 per cent of vehicles are travelling faster than 38mph.
The average speed of vehicles measured on June 8 between 2.45pm and 4.30pm near the junction with Carr Road was 32mph.
The speed limit on that section of road is 30mph.
